Location of mysql database and blast programme in a website

I have created a mysql database and stored in my local laptop and I want to connect it from my public website. I was wondering where exactly I need to keep all the executables files (blast.exe etc), .fasta database, cgi scripts so the blast.exe can search against .fasta databases and give the output according to the user input parameters in the Graphical interface? Another problem is that should I use 'localhost' or IP address of my PC where the mysql database located when I connect to mysql database using cgi scripts? At the moment, I have kept all files in my local laptop apache/cgi-bin. I was wondering whether I should put all of those files in website public_html (cgi-bin) so users can run blast from website? I should ask for another opinion whether its a good idea to keep the mysql database in my local pc or its better to move it to my university server?
